

Scott Hartman
scotthartman@quinnemanuel.comFor over three years, Scott served as the Chief of the Securities and Commodities Fraud Task Force for the United States Attorney’s Office in the Southern District of New York. In that capacity, he supervised hundreds of investigations of individuals and institutions focused on accounting fraud, investment adviser fraud, broker-dealer fraud, market manipulation, insider trading, and fraud involving digital assets. Scott also supervised fifteen federal securities fraud trials, including a nine-week trial that resulted in the conviction of a prominent hedge fund manager for market manipulation, and a one-month trial that led to the fraud conviction of the chief executive officer of a large cryptocurrency exchange. He also worked closely with senior officers at the Securities and Exchange Commission and the Commodities Futures Trading Commission.
Before serving as chief of the Task Force, Scott served for eight years as an Assistant United States Attorney for the United States Attorney’s Office in the Southern District of New York. During that time, Scott investigated and prosecuted more than 100 criminal matters and represented the government in more than a dozen appeals in the United States Court of Appeals for the Second Circuit. Notable matters that Scott handled as an AUSA included: the trial of the founder of a private equity fund for insider trading; the trial of two public company executives for fraudulently inflating their firm’s reported revenue; the trial of the CEO of a mortgage origination firm for fraudulently overvaluing certain collateralized mortgage obligations; the prosecution of a sitting congressman for insider trading; the investigation and prosecution of a multinational corporation and two China-based executives for violations of the Foreign Corrupt Practices Act; and the investigation and prosecution of employees of a broker-dealer for falsification of required records and violations of regulatory net capital requirements.
